Family Advocate
Birth-To-Five Head Start Program (Infant-Toddler Division)

Essential Job requirements:   High School diploma or GED with one year experience in social services. Must be willing to acquire an Associate's degree in Human Services or a Baccalaureate in social work or other work-related degree by taking at least two approved college courses each year. Must have strong organizational skills and be able to work independently. Must be computer literate in data base management and word processing. Must successfully pass a pre-employment drug and TB test. Must have transportation and current liability coverage on vehicle to be used in the performance of job duties. Moderate travel on a daily basis may be required. Must successfully pass a physical exam. Requires a current Food Handler's permit. Requires First Aid and CPR certification. Must have a valid Texas Driver's license (Operators-Class C) which is subject to review/approval by insurance company on driving record. Dresses in appropriate attire with a neat personal appearance.

Working Hours:   7:30 AM - 5:00 PM. , Monday through Friday
Responsibilities:   Assists in recruiting and enrolling children into the Early Head Start program, such as setting up home visit appointments, assisting with Parent Orientation, etc. Maintains full enrollment in the assigned center(s). Assists families in successfully meeting the goals identified in the Family Partnership Agreement. Enters and updates family information on the automated data system. Reports to assigned center(s) on designated days and works closely with the site-based manager in the following areas: Establishes and maintains effective two-way communication with parents to ensure opportunities for active program involvement and input. Organizes and supports parent committees and orients members about parent involvement. Conducts home visits at least twice a year. Initiates Family Partnership Agreement process with each family. Maintains regular communication with all Birth-to-Five Head Start content areas to provide in-depth case management for assigned families. Links families with Community Partners to achieve family self-sufficiency. Offers assistance to family at time of crisis or other emergency situations. Advises/encourages parents to accompany children to Early Head Start appointments, and provides transportation, if necessary. Completes documentation for program monitoring and management that allow and encourage the highest quality of services to all enrolled families. Involves parents directly in activities to enrich their participation in their child’s educational experiences. Prepares and posts a weekly schedule of upcoming appointments and submits a weekly written activity report to immediate supervisor every Friday prior to regular staff meeting. Initiates a Transition Plan with each family six months prior to the child’s 3rd birthday. Attends Policy Council meetings, Parent Orientation, Parent Conferences, workshops, staff meetings, and other meetings as required. Serves as a parent advocate at child staffings, IFSP meetings, ARD meetings and other community partner meetings, which may include accompanying and transporting parent if needed. Monitors and trains volunteers in the program to improve participation and/or quality. Performs other duties as assigned by Family & Community Partnership Coordinator and Early Head Start Director that are related to the successful management of the Early Head Start Program.
