About Us
Joe A. Martinez, Executive Director Mr. Martinez has served as the Executive Director of NCCAA since 1988 and has been an employee of the Agency since 1970. His duties include directing the overall administration, program development and implementation, and fiscal management of the Agency. He is a graduate of Texas A & I University - Kingsville.
Joe R. Flores, Fiscal Director Mr. Flores has served as the Fiscal Director of NCCAA since 1997. His duties include the management of accounting, payroll, procurement and information technology. He is a Certified Public Accountant. He is a graduate of Corpus Christi State University.
Leslie Smith, Human Resources Director Mrs. Smith has served as the Human Resources Director of NCCAA since 2006. Her duties include all personnel matters, training, workers’ compensation risk management, and employee benefit administration. She is a graduate of Corpus Christi State University.
Rodolfo Cantu, Housing Director Mr. Cantu has served as the Housing Director of NCCAA since 2005 and has been an employee of the Agency since 1993. His duties include overseeing the Housing department and the implementation of programs assisting low-to-moderate income families. He is a graduate of Park College.
Alma Barrera, Community Services Director Mrs. Barrera has served as the Community Services Director of NCCAA since September 2008. Her duties include overseeing the Community Services department and the implementation of programs assisting low-income families. She is a graduate of University of Texas A & M University Kingsville.
John A. Rodriguez, Head Start Director Mr. Rodriguez has served as the Head Start Director of NCCAA since 1981 and has been an employee of the Agency since 1973 . His duties include the implementation and operation of the Birth-to-Five Head Start Program Pre-school Division. He is a graduate of Corpus Christi State University.
Belinda Cotton, Early Head Start Director - Ms. Cotton has served as the Early Head Start Director of NCCAA since April 1, 2009 and has been an employee of the Agency since 2000.  Her duties include the implementation and operation of the Birth-to-Five Head Start Program Infant/Toddler Division.  She is a graduate of Texas Tech University and Texas A & M University in Corpus Christi.
Cynthia A. Longoria, Administrative Assistant Ms. Longoria has served as the Administrative Assistant to the Executive Director since 1994. Her duties include the coordination and implementation of administrative projects, insurance/risk management, and contract/lease management. She is a graduate of Texas State University.
Angie Ramos, Compliance Officer Ms. Ramos has served as the Compliance Officer since 2005. Her duties include monitoring and assessing all program systems, documents and procedures. She is a graduate of Texas A & M University Corpus Christi.
